Light industry is an important traditional advantageous industry in my country’s national economy and people’s livelihood industry, and plays a key role in stabilizing growth, expanding domestic demand, promoting consumption, and benefiting people’s livelihood. In order to implement the “Action Plan for Digital Transformation of Manufacturing” by the General Office of the State Council, promote digital technology to accelerate the empowerment of light industry development, systematically guide light industry to promote digital transformation, and cultivate and form new quality productivity, in March 2025, the Ministry of Industry and Information Technology, together with the Ministry of Education and the State Administration for Market Regulation, jointly issued the “Implementation Plan for Digital Transformation of Light Industry” (hereinafter referred to as the “Plan”).
The plan proposes that by 2027, the penetration rate of digital R&D and design tools for key light industry enterprises will reach about 90%, and the CNC rate of key processes will reach about 75%, creating about 100 typical scenarios, cultivating about 60 benchmark enterprises, formulating and revising about 50 national and industry standards, and forming a number of digital transformation results. By 2030, enterprises above designated size will generally implement digital transformation, form a digital ecosystem of “intelligent transformation of digital to network connection”, and significantly improve the level of high-end, intelligent and green development.
Focusing on the development goals, the plan deploys and implements four major actions: empowering new generation information technology, innovative application of new models and new business forms, high-quality industrial development, and consolidating basic support, and has been refined into 15 specific measures to strengthen classified guidance for sub-sectors such as home appliances, furniture, hardware products, and electric bicycles, and achieves the progressive transformation and upgrading of the “digital workshop-smart factory-smart supply chain” and the overall leap of the digital level with digital scenarios.
According to statistics, by the end of 2024, the penetration rate of digital R&D design tools for light industrial enterprises reached 84.9%, the proportion of networked collaborative enterprises reached 47.2%, and the proportion of personalized customized enterprises reached 18.3%.
