The General Branches of the Central Committee of the Communist Party of China and the State Council unveiled a series of guidelines on accelerating the development and utilization of public data resources, to provide strong support for strengthening the digital economy and creating new competitive advantages for the country.
By 2025, the system and rules for the development as well as the use of public data resources will be preliminarily established. Data products and services will continue to be enriched, and significant progress is expected to be made in the development and utilization of public data resources in key industries and regions, according to the guidelines.
By 2030, a comprehensive system for the development and utilization of public data resources will be established, with compliant and efficient circulation and use of data. At the same time, public data will fully play its role as an essential factor in empowering the real economy, expanding consumer demand and investment space, and improving the ability of governance.
A robust policy system for opening data should be put in place, according to the guidelines, which emphasize that measures should be taken to ensure that data is opened in an orderly manner, in accordance with laws and regulations, with the aim to preserve the security of national data, and to protect personal information and trade secrets.
The guidelines also encourage innovative applications to promote the healthy development of the data industry, and call for coordinating development and security, to create a healthy environment for the development and use of public data resources.
