The opinions propose to implement the employment priority strategy, take the employment of college graduates as the top priority, coordinate education, training and employment, guided by talent demand on the industry side and evaluation feedback on the employment side, optimize the training supply, employment guidance, job search and recruitment, assistance, monitoring and evaluation services in the entire chain, develop more employment positions that are conducive to giving full play to the strengths of the people and the strengths of the people, improve the supply and demand docking mechanism, strive to make the people and jobs in line with each other, and improve the quality and stability of employment. After 3 to 5 years of continuous efforts, a service system covering all employees, complete functions and strong guarantees have been basically established, providing solid guarantees for promoting high-quality and full employment of college graduates.
The main contents of the opinions include: scientifically analyze the development trends and supply and demand conditions of talents, dynamically adjust the layout of higher education majors and resource structures with the guidance of supply and demand adaptation, improve the linkage mechanism of enrollment plans, talent training and employment; strengthen career education and employment guidance, strengthen employment education guidance, and improve the employment internship and internship system; strengthen campus recruitment and employment market services, promote talent services in key areas, and broaden market-oriented and socialized employment channels; improve the assistance mechanism for hardship, strengthen the ability training of assistance recipients; strengthen employment situation analysis and progress monitoring, and promote employment evaluation reform; build strong employment service institutions for college graduates, build a professional employment instructor team, deepen employment research for college graduates, promote new digital employment services models, and create a fair employment environment and a good atmosphere.
