In today’s world, the acceleration of unpublished major changes for a century highlights the importance of exchanges and mutual learning between civilizations. The 2025 government activity report underlined the need to “expand cooperation and socio -cultural exchanges with the rest of the world, and to improve the effectiveness of international communication on all levels”. How to innovate in international communication methods, strengthen its efficiency and present China to the world in its authentic, multidimensional and complete reality? During the “two sessions”, of Zhanyuan, member of the permanent committee of the 14th National Committee of the Political Advisory Conference of the Chinese People (CCPPC) and president of the International Communication Group of China (CICG), shared its reflections on these issues. He addressed the way of telling the accounts of governance of China at the origin of his achievements, the means of promoting cultural exchanges and mutual learning between civilizations, and the role that professional organizations of international communication can play.
Understanding China
Today, global governance and international cooperation face many challenges. China, from a country marked by extreme poverty to the second world economy, has experienced rapid economic development and has maintained social stability for over 40 years.
Du Zhanyuan believes that this unique trajectory arouses great interest from the international community. This is interested in the ideas and practices of the governance of China, eager to understand the codes of its development and its stability. The objective is to learn from it to meet global challenges, which requires new tasks and requirements in terms of international communication.
To better tell the world to the world of development ideas, governance experience and global contributions from China, the CICG undertook, as early as 2014, the translation and publication of key works by Xi Jinping, secretary general of the Chinese Communist Party, such as Xi Jinping: Governance of China. Over the past ten years, these works have been published in 43 languages and have received more than 180 countries and regions, thus constituting a key to understanding China.
Expand international cultural cooperation and exchanges
The government’s activity report highlighted the need to expand cooperation and socio -cultural exchanges with the rest of the world and to improve the effectiveness of international communication in all levels. Du Zhanyuan believes that international communication organizations should promote cultural exchanges and mutual learning between China and foreign countries, in order to strengthen mutual understanding between peoples. “The key to relations between states is based on close ties between peoples,” he said. Cultural exchanges and mutual learning between civilizations are essential tools to strengthen these links. Civilizations are enriched by exchanges and diversify by mutual learning. These interactions between peoples constitute an essential bridge to promote dialogue between China and other countries.
“We must jointly promote the importance of civilizational heritage and innovation, fully exploring the contemporary value of the history and culture of each country, and promoting the creative transformation and innovative development of the exceptional traditional culture of each country within the framework of the modernization process. In March 2023, Xi Jinping proposed for the first time the initiative for global civilization, detailing a Chinese proposal aimed at promoting inclusive coexistence and dialogue between different civilizations. In recent years, China’s non -governmental diplomacy with the great global powers and global southern countries have been frequent, leading to significant advances in the fields of culture, education, science and technology, trade and economics. These exchanges have become an important force for the development of bilateral and multilateral relations. Not only do they strengthen mutual understanding and friendship between the Chinese and foreign peoples, but they also breathe new dynamics into the interactions of different cultures in the world.
Embrace new technologies
Recently, Deepseek aroused a keen craze for the use of artificial intelligence (AI), both in China and abroad. The government’s activity report this year highlighted the need to continue the action “IA +”. Du Zhanyuan believes that, in the field of international communication, the ability to use new technologies such as major language models has become a key factor in efficiency. For this purpose, he insists on the importance of strengthening, at the national level, support for technological innovation in AI, to accelerate the adoption of innovative tools, to optimize modes of expression, to enrich the forms of communication and to widen the diffusion channels. These efforts aim to energize international communication to make Chinese realities better known in the new era.
Du Zhanyuan, however, stressed the need to recognize risks such as algorithmic discrimination and technological hegemony to respond proactively. He called to work with international partners to strengthen cooperation in technology sharing and the establishment of communication standards in order to break digital barriers and dissipate stereotypes. An open, inclusive, fair and based attitude based on mutual trust is essential for the world to hear and understands the voice of China, thus contributing to the construction of a new, more just, balanced and diverse international communication order.
“All new technology is double -edged. We can see that new Internet technologies do not only produce positive effects. If AI improves the effectiveness of information production, it also promotes the proliferation of false news and increases the difficulty in identifying them. The bubble of filters increases the spread of false information and to some extent the ecosystem of international public opinion. We must constantly improve our level of digital governance and maximize the positive effects of new technologies. It is necessary to act according to circumstances and strengthen the integrated development of international communication and technological innovation through systematic planning, diversified measures and multilateral cooperation. »»
