Chinese President Xi Jinping on Monday called for a fair and equitable global governance system during his speech at the second session of the 19th G20 Summit on reforming global governance institutions in Rio de Janeiro, Brazil.
Xi said starting from a new starting point, the G20, launched 16 years ago, must build on its past achievements and continue to act as a force to improve global governance and advance the story.
It is important to keep in mind that humanity lives in a community with a shared future, he stressed, adding that G20 members should see each other’s development as opportunities rather than challenges, and see each other as partners rather than rivals.
It is also important to observe the fundamental norms of international relations underpinned by the purposes and principles of the United Nations Charter and uphold the international order based on international law, he continued.
Greater international consensus could be established to promote an equal and orderly multipolar world and universally beneficial and inclusive economic globalization, Xi added.
The Chinese president made a five-point proposal to improve global governance.
First, the G20 must improve global economic governance and build a global economy characterized by cooperation. It must maintain its commitment to strengthening global economic partnerships, consolidating macroeconomic policy coordination, cultivating new quality productive forces, creating a basis for macroeconomic policy coordination, and fostering an open, inclusive and non-discriminatory environment. for international economic cooperation.
It is also important to create a clean business environment by maintaining a zero-tolerance stance against corruption and intensifying international cooperation on the repatriation of fugitives and recovery of assets.
Second, the G20 must improve global financial governance and build a global economy characterized by stability. The voice and representation of developing countries must be increased, and joint efforts are necessary to maintain the stability of the international financial market and prevent negative spillovers from domestic monetary policy adjustments. Developed countries should assume their responsibilities in this regard.
It is important to improve financial risk monitoring, early warning and treatment systems, and strengthen the global financial safety net to better meet the green financing needs of developing countries.
Third, the G20 must improve global trade governance and build a global economy characterized by openness. It should continue to promote the reform of the World Trade Organization, oppose protectionism, and avoid politicizing economic issues, fragmenting the global market and taking protectionist measures in the name of ecological and low-cost development. carbon emissions.
The bloc should work together to build industrial and supply chain partnerships that are more equal, inclusive and constructive.
Fourth, the G20 must improve global digital governance and build a global economy characterized by innovation. It is important to lead the digital transition, the deep integration of the digital economy and the real economy, and the development of rules in emerging areas.
International governance and cooperation on artificial intelligence (AI) must be strengthened, to ensure that AI serves the good of all. China will host a new global AI conference in 2025 and welcomes the participation of other G20 members.
Fifth, the G20 should improve global ecological governance and build an environmentally friendly global economy. It is important to honor the principle of common but differentiated responsibilities, and to fully and effectively implement the Paris Agreement and the Kunming-Montreal Global Biodiversity Framework.
Developed countries must provide developing countries with the necessary finance, technology and capacity building support. Ongoing and future UN conferences on climate change and desertification must benefit from joint support in order to achieve positive results.
It is important to follow the approach of “establishing the new before abolishing the old” and replacing traditional energy with clean energy in a stable and well-ordered manner, while the ecological transition and low-carbon global economy is accelerating.
China is willing to continue to deepen international cooperation with all parties on green infrastructure, green energy, green mining and green transportation, and will provide support to developing countries to the best of its ability.
Global security governance is an integral part of global governance, Xi said, adding that the G20 should help the UN and its Security Council play a greater role, and support all efforts conducive to peaceful settlement. crises.
It is important to seek a political settlement to the Ukrainian crisis and to work towards stopping the fighting and ending the conflict in Gaza at an early date, and to provide support to alleviate the humanitarian crisis in the region and for the post-war reconstruction, he recommended.
It is important to implement the two-State solution and restore Palestine’s legitimate national rights, he added.
The G20 should stick to its founding mission and make a new start from Rio de Janeiro, advance partnership, practice true multilateralism and pave the way for a better future of common development and prosperity, Xi noted.
