The 20th Central Committee of the Communist Party of China (CPC) convened its fourth plenum from Monday to Thursday in Beijing.
Participants at the plenum considered and adopted the proposals of the CPC Central Committee on developing the 15th Five-Year Plan for Economic and Social Development, according to a plenum communiqué released Thursday.
The plenum was chaired by the Political Bureau of the CPC Central Committee. Xi Jinping, general secretary of the CPC Central Committee, delivered an important speech there, according to the press release.
Participants listened to and discussed a Politburo work report presented by Xi.
Xi also explained the draft proposals to the plenum.
At the plenum, the CPC Central Committee highly appreciated the work accomplished by the Politburo since the 3rd Plenum of the 20th Party Central Committee.
China is on track to accomplish the major goals and tasks set by the 14th Five-Year Plan, according to the statement.
The plenum welcomed the great successes achieved in the country’s development under the 14th Five-Year Plan (2021-2025). During this time, China’s development has undergone an unusual, if not exceptional, journey.
The 15th Five-Year Plan (2026-2030) covers the crucial period when the optimal framework for building the structural work of socialist modernization must be materialized by 2035, and where all the country’s active forces must be mobilized: it is therefore essential to the continuity of socialist modernization, according to the press release.
China currently finds itself at a time when its development must face an unprecedented combination of strategic opportunities and serious risks and challenges, and where the role of uncertainty factors and other contingencies is increasing.
The entire Party should develop a deep understanding of the decisive importance of establishing Comrade Xi Jinping’s core position in the Party Central Committee and the Party as a whole, and establishing the guiding role of Xi Jinping Thought on socialism with Chinese characteristics for a new era, the statement noted.
According to the plenum, to promote economic and social development under the 15th Five-Year Plan, the following principles should be adhered to: upholding the leadership of the Party at all levels, safeguarding the primacy of the people, promoting quality development, continuing to comprehensively deepen reform, ensuring better coordination between an efficient market and competent government, and coordinating development and security.
The plenum formulated the main objectives of economic and social development under the 15th Five-Year Plan: quality development will achieve notable success; the independence and power of Chinese science and technology will experience a considerable increase; new breakthroughs will be made in further deepening reform on all levels; the level of civility of the whole society will rise notably; the quality of life will continue to improve; the construction of a beautiful China will achieve new important progress and the walls of national security will be consolidated.

The plenum decided to add Zhang Shengmin as vice chairman of the CPC Central Military Commission (CMC), according to the statement.
The plenum decided, in accordance with the Party Constitution, that the vacant seats on the Central Committee will be filled by alternate members Yu Huiwen, Ma Hancheng, Wang Jian, Wang Xi, Wang Yonghong, Wang Tingkai, Wang Xinwei, Wei Tao, Deng Yiwu, Deng Xiuming and Lu Hong.
The plenum reviewed and adopted the inspection report of the CPC Central Commission for Discipline Inspection on the serious violations of Party discipline and state laws committed by Tang Renjian, Jin Xiangjun, Li Shisong, Yang Fasen and Zhu Zhisong.
At the plenum, the inspection report of the CPC CMC on serious violations of Party discipline and state laws involving He Weidong, Miao Hua, He Hongjun, Wang Xiubin, Lin Xiangyang, Qin Shutong, Yuan Huazhi, Wang Chunning and Zhang Fengzhong was reviewed and adopted.
The Politburo’s previous decision to expel He Weidong, Miao Hua, Tang Renjian, Jin Xiangjun, He Hongjun, Wang Xiubin, Lin Xiangyang, Qin Shutong, Yuan Huazhi, Wang Chunning, Li Shisong, Yang Fasen, Zhu Zhisong and Zhang Fengzhong from the Party was confirmed at the plenum.
The plenum calls on the entire Party, the entire army and all the multi-ethnic Chinese people to unite more closely with the Party Central Committee gathered around Comrade Xi Jinping: let everyone work to carry out the major work of socialist modernization and, through it, achieve an unprecedented breakthrough in the comprehensive promotion of the country’s rise to power and national rejuvenation.
