In November 2024, the Ministry of Natural Resources issued the “Notice on the Use of Local Government Special Bond Funds to Recover Idle Land” (hereinafter referred to as the “Notice”), providing a policy basis for local governments to promote the work of special bonds to collect and store idle land. The “List of Prohibited Projects for Local Government Special Bonds” issued by the General Office of the State Council in December 2024 clearly states that special bonds are allowed to be used for land reserves and support urban governments to recover idle existing land that meets the conditions. After the above document was issued, relevant departments in many places accelerated the pace of using special bonds to collect and store idle land and issued notices on land acquisition and storage.
On February 11, Changsha Municipal Natural Resources and Planning Bureau issued the “Announcement on the Use of Local Government Special Bond Funds to Recover Idle Land”, which clearly stated that market demand, land conditions and other factors will be fully considered in accordance with policy requirements, and the proposed recovery will be determined. The intended plots and timing arrangements are included in the land reserve plan in batches, and priority is given to the use of local government special bond funds for recovering existing idle land projects in 2025.
In addition, Zhongshan City, Huizhou City and other places have determined the existing idle land projects to be reclaimed and purchased and the price to be reclaimed, and the relevant information has been made public. For example, the “Notice on the Application of Land Collection and Storage Prices for Local Government Special Bond Projects in Zhuhai City in 2025” issued by the Zhuhai Municipal Natural Resources Bureau on February 7, showing that Zhuhai City plans to acquire and store 14 plots of land. The total storage and storage prices exceeded 6.6 billion yuan.
