In order to promote the solution of noise pollution at the doorstep of people and jointly maintain the harmonious and tranquility of living environment in residential communities, the Ministry of Ecology and Environment has promoted the creation of a number of quiet communities that “eliminate noises and sleep peacefully”. The “Guiding Opinions on Promoting the Construction of Ningjing Community (Draft for Comments)” studied and drafted by the Ministry of Ecology and Environment in 2024 proposes to create a number of quiet communities that “eliminate noises and sleep peacefully”; by 2027, all provinces (autonomous regions, municipalities directly under the Central Government) The evaluation and management system for the construction of Ningjing Community has been basically improved; by 2035, Ningjing Community will become a common standard for residential communities.
In the past five years, the overall quality of urban acoustic environments across the country has improved, and the day and night compliance rates of sound environment functional areas have shown an upward trend. In order to continuously monitor the sound environment quality and reflect the sound environment conditions more scientifically, the Ministry of Ecology and Environment has promoted the construction of the automatic monitoring system for the sound environment quality in the functional area. As of the end of December 2024, 338 cities at the prefecture level and above have completed automatic 4,005 points Monitoring system construction. In addition, enterprises, institutions and other operators that emit industrial noise will be gradually included in the pollution discharge permit management in accordance with the law, and the pollution discharge units will be encouraged to apply for a pollution discharge permit or fill out the pollution discharge registration form. Up to now, about 177,000 industrial enterprises have included noise in the management of pollution discharge permits, and the management of industrial noise pollution discharge permits will be fully covered during the 14th Five-Year Plan period.
