Chinese President Xi Jinping on Tuesday called for mustering forces to promote reform in a stable and lasting manner, while addressing senior officials attending a study session of the Party School of the Central Committee of the Chinese Communist Party (CCP).
Xi, also general secretary of the CPC Central Committee and chairman of the Central Military Commission, made the remarks while opening the study session of the Party School of the CPC Central Committee (National Academy of governance) for key officials at the provincial and ministerial levels.
The session is themed on implementing the guiding principles of the Third Plenary Session of the 20th CPC Central Committee, which introduced a new round of comprehensive reforms for the country.
Xi said China’s efforts to advance reforms on all fronts in the new era have yielded substantial practical, institutional and theoretical results, representing one of the most monumental chapters in China’s journey. the nation in terms of reform and opening-up.
He stressed that the reforms were guided by clear principles. The core commitments include upholding the general leadership of the Party, adhering to Marxism, adhering to socialism with Chinese characteristics and upholding the people’s democratic dictatorship, focusing on promoting social equity and improving of the well-being of the population in everything that the authorities do.
Xi said these principles must remain steadfast, whatever the circumstances.
He also stressed the need to maintain the unity of reform and the rule of law, strengthening the rule of law through reform, advancing reform in the field of law-based governance, and improving continuously the socialist rule of law system with Chinese characteristics.
Xi stressed the need to maintain the unity of reform and opening-up, constantly expand institutional opening-up, take the initiative to align with high-level international economic and trade rules, deepen the reform of the management system of foreign trade, foreign investment and overseas investment, and foster a first-class market-oriented, law-based and internationalized business environment.
Xi stressed that leading officials, especially senior officials, should strive to open up new horizons for reform and development rather than shy away from risks and challenges.
It is essential to establish broad consensus and mobilize all positive factors to advance reforms, Xi said.
All regions and departments must implement existing and incremental policies and strive to achieve annual economic and social development targets, he noted.
The opening session was chaired by Li Qiang, and Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi, all members of the Standing Committee of the Political Bureau of the CPC Central Committee, attended. Vice President Han Zheng also attended the opening session.
Xi’s speech is of great significance in building confidence and gathering strength to push forward reforms, and it will help ensure the effective implementation of various reform measures, Li Qiang said.
It is essential to grasp the fundamental principles and practical implications of Xi’s speech and implement reform measures creatively, Li added.
