Chinese President Xi Jinping on Tuesday called on Hainan to make the Hainan Free Trade Port an important gateway to boost China’s opening up in the new era, and work to write its own chapter in the Chinese modernization.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks after listening to the work report of the CPC Hainan Provincial Committee and the provincial government of Hainan.
Hainan should focus on its strategic positioning, serving as both a pilot zone for comprehensively deepening reform and opening-up, a national pilot zone for ecological conservation, an international destination for tourism and consumption, and a service area for major national strategies, Xi said.
Efforts should be made to develop a modern industrial system that takes advantage of Hainan’s characteristics and advantages, strengthen and expand the industrial chains of major sectors, such as tourism, modern services, high-tech and high-yielding tropical agriculture, and to promote their optimization and upscaling, he said.
Stressing the importance of solidly pushing forward reforms in key areas, Xi called on Hainan to focus on all-round implementation of free trade port policies and institutions, vigorously promote institutional openness and fostering a world-class, market-oriented, law-based and globally-oriented business environment.
He stressed the need to continually promote public cultural education and encourage social etiquette and civility, calling for the effective preservation, utilization and transmission of historical, revolutionary, maritime and folk cultural resources. .
Xi highlighted comprehensive efforts to improve people’s welfare and social governance, calling for improving public service systems in urban and rural areas, improving the national social security system and strengthening employment and entrepreneurship support for key groups.
Political construction should serve as a general guide for all Party-building initiatives, Xi said, calling for comprehensive enforcement of vigorous discipline within the Party ranks to advance to a deeper level.
Cai Qi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and director of the General Office of the CPC Central Committee, attended the meeting.
