This meeting made us feel the Chinese government’s emphasis on promoting cross-border flow of data and its determination to continuously improve the business environment for EU companies in China.” A spokesperson for Volkswagen Group (China) said.
At the EU’s cross-border flow policy for cross-border flow of data in China held by the Cyberspace Administration of China recently, the representatives of EU enterprises in China attended the meeting learned in-depth knowledge of China’s cross-border flow policies and regulations on the cross-border flow of data and the China-EU cross-border flow exchange mechanism through detailed introductions by relevant department leaders. They made positive comments on China’s policy measures to promote and regulate cross-border flow of data, and expressed their willingness to make more contributions to China-EU economic and trade cooperation.
At present, cross-border data flow has become the basis for the exchange and sharing of resource elements such as capital, information, technology, talents, and goods worldwide. China actively promotes the orderly and free flow of data in accordance with the law. In recent years, it has formulated and implemented a series of policies and regulations, basically established a data exit security management system, established a China-Europe data cross-border flow exchange mechanism, and signed a memorandum of understanding on the cross-border flow of China and Germany data. On the premise of ensuring national data security, it can facilitate cross-border flow of data, fully release the value of data elements, and expand high-level opening up to the outside world.
“In the digital economy era, data, as a key production factor, has a smooth cross-border flow of data and its role in promoting the effective integration of global resources of multinational enterprises.” Yang Qinghong, head of government affairs at Lego Toys (Shanghai) Co., Ltd., said that through this meeting, enterprises have better understood that data outbound security management must not only ensure data security, but also promote data flow and development, and ultimately promote global economic integration.
In March 2024, the “Regulations on Promoting and Regulating Cross-border Data Mobility” was officially released, optimizing and adjusting the data exit systems such as data exit security assessment, personal information exit standard contract, and personal information protection and certification.
In this regard, Yang Qinghong believes that this regulation not only provides a clear operating guide for cross-border data transmission of enterprises, but also guides and helps foreign-invested enterprises to achieve cross-border data flow in accordance with laws and regulations, with high quality and efficiency through exemption of declaration requirements under specific conditions and simplification of processes.
Yang Qinghong said that after the regulations were issued, Lego also participated in a propaganda event organized by the local Cyberspace Administration of China. The propaganda activity not only helps enterprises better understand the core content of the regulations, but also promptly answers questions and solves doubts, providing enterprises with a clearer direction when formulating data strategies. This open and transparent attitude, as well as a rapid response to corporate needs, demonstrates the positive efforts made by the Chinese government to build an efficient business environment.
