The service industry is a concept corresponding to agriculture and industry. The scope of my country’s service industry mainly includes other industries except agriculture, forestry, animal husbandry and fishery (primary industry), industry and construction industry (secondary industry), which are basically consistent with the concept of the tertiary industry. From the perspective of content composition, the service industry includes productive service industry, life service industry and public service industry. From the perspective of knowledge and technical content, the service industry includes traditional service industries and modern service industries. The traditional service industry is an industry that provides various services for people’s daily life, such as medical and health services, catering and accommodation industries, repair industries, etc., with the characteristics of large scale and stable development. Modern service industry is an industry developed based on information technology, big data and artificial intelligence, such as e-commerce, financial technology, digital creative industries, etc. It has the characteristics of fast development speed and high added value, and is one of the important indicators to measure the degree of economic and social development.
In recent years, my country has steadily promoted the expansion of opening up of the service industry and continued to relax the entry threshold for foreign investment. More than 10 service fields such as science and technology, finance, telecommunications, and culture have gradually been piloted. Not only has it promoted the development of related industries by introducing advanced management concepts and service models, but it has also met the multi-level and diversified needs of the people through innovating service scenarios and increasing service supply. Since 2015, the State Council has approved pilot projects in three batches in 11 provinces and cities including Beijing, and continue to relax market entry thresholds. Over the past 10 years, the pilot has undergone one upgrade and two expansions, and has successively launched 7 rounds of 15 pilot plans. At present, the pattern of “1+4+6” has been formed – “1” is Beijing, that is, a demonstration zone for expanding the opening up of the service industry. “4” is Tianjin, Shanghai, Hainan and Chongqing. “6” is Shenyang, Nanjing, Hangzhou, Wuhan, Guangzhou and Chengdu.
In April 2025, the State Council approved the “Comprehensive Pilot Work Plan for Accelerating the Expansion of Opening-up of the Service Industry”. In addition to adding pilot tasks, this work plan also adds nine pilot cities, namely Dalian, Ningbo, Xiamen, Qingdao, Shenzhen, Hefei, Fuzhou, Xi’an and Suzhou. Together with the top 11 pilot provinces and cities, it covers the eastern, central, western and northeastern regions of my country, forming a regional representative pattern of my country’s current service industry opening up to the outside world. Specifically, the work plan focuses on opening up key service areas, industrial innovation and development, institutional construction, risk prevention and control, and proposes 155 pilot tasks.
