Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on Monday called for advancing the comprehensive implementation of strict discipline within the Party ranks with higher standards and more concrete measures.
Xi, also President of China and chairman of the Central Military Commission, made the statement at the fifth plenary session of the 20th Central Commission for Discipline Inspection (CCDI) of the CPC in Beijing.
He urged efforts to frame power through institutions in a more thoughtful and effective manner, and to continue the fight against corruption with clearer understanding and stronger determination, so as to provide a solid guarantee for the achievement of the goals and tasks of the 15th Five-Year Plan period (2026-2030).
According to him, in 2025, the CPC Central Committee has intensified its efforts to improve Party conduct, uphold integrity and fight corruption, achieving notable results. Efforts have been made to maintain a strong stance against corruption and eliminate the breeding ground and conditions conducive to corruption.
Xi stressed that implementing major decisions and provisions of the CPC Central Committee is a fundamental requirement for preserving its authority and centralized and unified leadership.
Party organizations at all levels, as well as Party members and cadres, should implement the decisions and arrangements made at the Fourth Plenary Session of the 20th CPC Central Committee with concrete actions, he said.
Xi noted that framing power through institutions is an important task in fully implementing rigorous discipline within the Party ranks.
He stressed that all were equal before the law and regulations, that their respect admitted no privileges and that the application of the law and regulations allowed no exceptions.
The fight against corruption is a major battle that the Party cannot afford to lose, and must never lose, Xi said.
He noted that the current anti-corruption situation remains serious and complex, and the task of eliminating the breeding ground and conditions conducive to corruption remains arduous. It is therefore essential to maintain a firm stance so as to leave no refuge for corrupt officials, Xi added.
Stressing the need to adapt to new trends and characteristics of corruption, Xi called for innovating methods and approaches, promptly detecting and accurately identifying corrupt practices, and effectively dealing with all its forms, so as to continuously increase the targeted effectiveness of the fight against corruption.
He also called for strengthening coordination between all forms of control in order to advance integrated governance through collaboration at all stages, and called for sustained efforts to forge a loyal, honest and responsible disciplinary control and supervision force, which dares and knows how to fight corruption.
Members of the Standing Committee of the Political Bureau of the CPC Central Committee Li Qiang, Zhao Leji, Wang Huning, Cai Qi and Ding Xuexiang attended the meeting.
Li Xi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and secretary of the CCCD, presided over the meeting. On Monday afternoon, Li also delivered a work report on behalf of the CCCD Standing Committee.
