China on Monday issued new guidelines aimed at accelerating the high-quality development of science and technology assurance, as part of broader efforts to strengthen technological autonomy.
The document, jointly issued by the Ministry of Science and Technology, the National Financial Regulatory Administration, the Ministry of Industry and Information Technology and the National Intellectual Property Administration of China, sets out 20 measures in six areas, aiming to build a science and technology assurance system better suited to technological innovation.
The country’s science and technology assurance has played a stabilizing role in offsetting high costs, long development cycles and high risks associated with technological innovation. In 2025, it provided risk coverage of about 8 trillion yuan (about $1.16 trillion), with premiums up 44 percent from the previous year.
The new guidelines call for improving risk-sharing mechanisms for major technological breakthroughs, as well as strengthening insurance support for national strategic technological forces.
For small and medium-sized technology businesses, insurance companies are encouraged to offer products that are simpler, more affordable, easier to access, and with more convenient claims procedures.
