The Information Office of China’s State Council on Wednesday released a white paper titled “More Just and Equitable Global Governance: China’s Principles, Proposals and Actions.”
This white paper was released to outline China’s principles, proposals and actions on global governance, foster broader consensus in the international community, ensure more effective responses to global challenges, and build a fairer and more equitable global governance system.
Global governance is a common enterprise that concerns the well-being of all humanity, and building a fair and equitable global governance system is a shared vision that people around the world have long pursued, the white paper said, adding that China has always been an active participant, contributor and builder of global governance.
In the new era, President Xi Jinping has put forward the vision of building a community with a shared future for mankind. Promoting a global governance system characterized by broad consultation and joint contribution for shared benefits, he called for true multilateralism to foster an egalitarian and orderly multipolar world, as well as an inclusive and beneficial economic globalization for all, according to the white paper.
In 2025, Xi proposed the Global Governance Initiative (GGI), which aims to provide a Chinese solution to the two pressing questions of our times: what kind of global governance system should be established, and how to reform and improve global governance?

Upon its launch, the IGM quickly garnered the support of nearly 160 countries and international organizations, and more than 60 countries joined the Group of Friends of Global Governance. The international community believes that the IGM sends a clear signal: defend multilateralism, join forces and work for a fair future, the white paper said.
The IGM is part of the growing trend towards greater democracy in international relations and strengthens international confidence in the practice of multilateralism. It offers a clear and actionable roadmap to improve global governance, bringing valuable stability and positive energy to a world in turmoil, according to the white paper.
China proposed the IGM to accelerate the establishment of a fairer and more equitable global governance system. Resolute defense of the authority and status of the United Nations is fundamental to the effective implementation of this initiative, the white paper states.
Success will also depend on the sense of responsibility shown by major countries, as well as the unity and cooperation of all nations to remedy the shortcomings in peace and development. According to the white paper, all countries should firmly uphold the international system of which the UN is the central pillar, safeguard the international order based on international law, and respect the basic norms governing international relations, which are based on the purposes and principles of the UN Charter, instead of reinventing the wheel.
In addition to the preface and conclusion, the white paper has five parts: “Today’s world faces serious and complex challenges”, “The global governance initiative responds to the challenges of our times”, “China’s contribution to promoting global governance”, “Guiding change towards a bright future” and “Forward hand in hand at a decisive turning point in history”.
